On the morning of November 17, 2023, at Hall T2 - G3, Hanoi University of Civil Engineering (HUCE) solemnly held a ceremony to announce the Decision to recognize the Rector for the 2019-2024 term. On November 8, 2023, Minister of Education and Training signed and issued the Decision to appoint Assoc. Prof. Dr. Hoang Tung as the Principal of Hanoi University of Civil Engineering for the term 2019-2024.

Attending the ceremony, on the guests' side were Assoc. Prof. Dr. Hoang Minh Son - Deputy Minister of Education and Training; Prof. Doctor of Science. People's Teacher. Nguyen Mau Banh - Chairman of the Vietnam Former Teachers Association; Comrade Nguyen To Quyen - Deputy Secretary of the Party Committee of Hanoi Universities and Colleges; local government representatives; representatives of leaders of departments and agencies of the Ministry of Education and Training, the Ministry of Construction, and the Ministry of Science and Technology; departments and branches of Hanoi and Ha Nam; leadership representatives of higher education institutions in Hanoi; representatives of leaders of corporations and professional associations.

On the side of Hanoi University of Civil Engineering, there was Assoc. Prof. Dr. Nguyen Dinh Thi - Party Committee Secretary, Chairman of the School Council; Assoc. Prof. Dr. Hoang Tung – New Principal; Vice Principals; former Principals through different periods; Party members, members of the School Council, School Union, Youth Union, Association of Former Teachers, Veterans, Student Association, leaders of faculties, departments, and teachers, officials and representatives of classes throughout the University.

Opening the ceremony, Mr. Nguyen Viet Loc – Director General of Personnel and Organization, Ministry of Education and Training announced the Decision to recognize Principal for Assoc. Prof. Dr. Hoang Tung - Principal of Hanoi University of Civil Engineering, term 2019-2024.

On behalf of the Party Committee and leaders of the Ministry of Education and Training, Deputy Minister Hoang Minh Son awarded the Decision to recognize the Principal to Assoc. Prof. Dr. Hoang Tung and gave a congratulatory speech. Deputy Minister Hoang Minh Son believed that in the position of Principal, Assoc. Prof. Dr. Hoang Tung would quickly develop his knowledge and experience; together with the Board of Directors and the school's staff, join hands to build collective solidarity and successfully implement the school's development strategy to 2030, with a vision to 2045.

Deputy Minister Hoang Minh Son also recognized and praised the outstanding contributions of Assoc. Prof. Dr. Pham Duy Hoa - Former Principal of the School for the comprehensive development of Hanoi University of Civil Engineering in particular and the Education sector in general during the past and he hoped that Assoc. Prof. Dr. Pham Duy Hoa would continue to contribute his wisdom and experience to the development of the School and the Education sector.

On the occasion of the upcoming 41st Anniversary of Vietnamese Teachers' Day - November 20, Deputy Minister Hoang Minh Son also sent his best wishes to generations of teachers and school officials. He wished the education career to develop more and more, making a worthy contribution to the process of industrialization, modernization and international integration of the Country.

Speaking to accept the assignment, the new Rector – Assoc. Prof. Dr. Hoang Tung expressed his emotion and honor when accepting the new assignment: "With the trust and support of comrades in the leadership team, key officials as well as the collective of employees, along with the experience accumulated during nearly 30 years of working closely with Hanoi University of Civil Engineering, I feel confident, honored and clearly aware of my responsibilities; and I’m ready to undertake and fulfill the duties of Principal of Hanoi University of Civil Engineering for the term 2019-2024". On this occasion, Assoc. Prof. Dr. Hoang Tung expressed his gratitude to all generations of teachers, staff and students of the University who have contributed to creating a HUCE with a rich tradition as it is today. During the 2019-2024 term, Assoc. Prof. Dr. Hoang Tung is determined, together with the school's leadership, to continue inheriting and promoting valuable experiences to build a united, disciplined, streamlined, effectiv, and innovative school community, putting learners' interests first. He will focus on leading key tasks towards innovating the governance model, moving towards university autonomy, and performing well the functions of the national key higher education institution in the field of Construction. - Architecture.
